An amendment bill that passed in the House of Representatives on Tuesday has proposed a N2 million fine and a 2-year jail term for offenders of the ban on Tramadol and Codeine.
The bill which seeks to amend the Food, Drugs and Related Products ( Registration, etc) Act Cap. F33 Laws of the Federation of Nigeria, 2004 to review the penalties and confer jurisdiction on High Court of the State to try offences under the Act, was sponsored by Hon. Betty Apiafi ( PDP Rivers) and passed second reading yesterday.
The principal act regulates the manufacture, importation, exportation, advertisement, sale or distribution of processed food, drug and related products and their registration.
In the lead debate on the bill, Apiafi said:
“In Nigeria, between January and December 2015, Ibe thousand and forty-four (1044) patients were admitted for treatment in the 11 treatment centers currently part of e Nigeria Epidemiological Network of Drug Use ( NENDU) reporting system.
28.3 percent of the patients had an opiate addiction and the opiates were mainly prescription Medicines: Tramadol (71 percent as 1st most frequently used substance and specified), Codeine (15.1 percent) and Pentazocine (9.9 percent), Heroine and Morphine represented only 3.3 percent of t opiates declared,”
She added that since 2015, Codeine has nearly overtaken Tramadol as the most abused opiate in Nigeria
“Thousands of young people in Nigeria are addicted to Codeine cough syrup- a medicine that has become a street drug. Three million bottles are are drunk everyday in Nigeria’s North alone, according to a recent Nigerian government report.
It is assessed that counterfeit drugs provided approximately $75 billion in revenue annually to illegal operators and have caused more than 150,000 deaths worldwide,” Apiafi said, adding that ” we legislators must also do our part in this war against commercialisation of illegal unregistered food and drugs.”
Sections 6,7,9 and 13 of the Principal Act were amended in the new bill which the lawmaker said was birthed 25 years ago and had never seen any amendment or reform till date.
The new bill stipulates penalties for individuals up to the tune of N500,000 or a prison term of 2 years or both; and in the case of a corporate body, all the directors, managers. Partners, trustees etc would be guilty of an offence and would be punished as it they had committed the offence themselves.
The bill was referred to the House committee on Healthcare Services for further legislative input after it was passed by majority of members on the floor.

Isaiah Chukwu, a spare parts dealer in Ladipo, Oshodi, reportedly killed his 26-year-old lover, identified only as Joy, at their residence on Balogun Street, Oshodi and stuffed her body into a bin, which he put in a sack.
According to Punch, Chukwu and Joy, both indigenes of Ebonyi State, had been living together for the past two years without formalising the relationship.
He had dragged the body around 4am to the ground floor of the house en route to a dust bin when he was accosted by some youths.
The youths, who were said to have been suspicious of the content of the sack, reportedly questioned him as the suspect shunned them.
An Islamic cleric, who was passing by, was said to have opened the sack and discovered the corpse, which caused the mob to pounce on the suspect and beat him to a pulp.
A trader said Chukwu had declared the victim missing some days earlier. He said,
“When people went to the room after the woman’s corpse was discovered, the whole apartment was filled with perfume.”
Some friends of the deceased said Joy adored Chukwu and spoke fondly of him. “They don’t fight. In fact, people always envied their relationship,” one of them said. A police source said Joy was stabbed in the back.
He said:
“We recovered a knife which he used for the crime and four mobile phones from the house. Although investigations are ongoing, we suspect it had to do with suspicion of infidelity.
“The man said he had called her when he travelled and a man picked the call. He said the man queried him (Chukwu) for disturbing his wife.” The suspect, who spoke briefly, confirmed the source’s account.
He said, “I travelled on Thursday. I called my wife around 11pm to know how she was faring. We exchanged pleasantries. Around 11.45pm, I called again, but she did not pick her calls. I called about 10 times, but she did not pick. Then I heard a man’s voice.”

A young African mother, with the name, Joha Mubayiwa, has wowed many on Instagram after she took to the platform to celebrate her adorable son.

The killing of Twins in Nigeria was abolished decades ago, but a surprising discovery has been made of a village where twins are killed by hanging.
This practice was exposed by Nkwasi Obim Nebo, a maternal health advocate and humanitarian worker who led a team of PeachAid Medical Initiative medical doctors to the village of Kaida in Gwagwalada on the outskirts of Abuja.
Nkwasi and her team arrived in Kaida one day before a set of twins were to be killed. When they got into Kaida the mother of a set of twins walked up to Nkwasi seeking help.
Narrating the experience on Facebook, Nkwasi wrote:
As soon as we arrived the community, this woman immediately handed us her newly-born twin babies, asking us to take them away; they were only 2days old.
I asked her why she was giving up on her kids, she replied and said they will be killed in few days from today if still with her. She heard we were coming and came out just to give us the babies!
This is her 4th pregnancy, and her 4th set of twins also! Oh yes! You heard me right! Twins are considered as evil in this community since time immemorial, and are killed (hanged) on the third day after delivery.
In an earlier post, the Peach Aid CEO had narrated how the Initiative, comprising medical doctors from Garki Hospital, Abuja, and other medical personnel, distributed contraceptives to the villagers.

During our health intervention at Kaida Village, Gwagwalada, FCT, we made sure every woman got their choice of contraceptives which will last for 5years, and that the men present also got condoms as many as they wanted.

Former Big Brother Naija 2018 housemate Anto lecky has just landed her first acting role as she is set to star in a comedy stage play titled “Official Couple” next month.
Over the last week, photos of her dressed as a traditional Edo bride with her groom Chuks D General were circulating on social media which left many of us wondering.
These questions have been answered; and they were promotional photos for the stage play which will also star the likes of OAP Nedu, Broda Shaggi, Josh 2 Funny, The White Nigerian and more comedic acts.

The police has reportedly nabbed a 27 year old Kenya girl who faked her own kidnap.
According to reliable sources, the newly wedded Kenyan lady swindled her family of wads of cash by pretending to be kidnapped in order to raise money to offset her pending debts.
Upon a distress call made to the police, she was caught while drinking a packet of milk and eating bread after recently defrauding her husband Sh30,000 through a mobile phone transfer.
When she was questioned, it was gathered that she told she told her husband of five months that she was unwell and left to purchase the drugs. She, however, never came back and after a day, somebody called the husband’s number and told him to forward the money to them to have her released.
The family reportedly sent the money on Monday only for the “kidnapper” to demand for more or the ‘victim’ would be killed which led to the cry for help to the police.
During investigation, the distraught lady disclosed that she made such move because she wanted the money to pay a debt she owed her former boyfriend.
The detectives at Kitengela Police Station discovered the young woman had booked into a lodging at Mlolongo on Sunday night and was unaccompanied.
A receipt recovered from her showed she had paid Sh1,200 for the two-day accommodation while she waited for her family to come up with the cash.
The Catholic Mission in Nigeria has organised a nationwide prayer and peaceful protest against incessant killings and attacks in some region of the country.
The Catholic Archbishop of Lagos, Alfred Adewale Martins, in a telephone interview with Channels Television on Tuesday said the protest is in line with the directive from the Catholic Bishops Conference of Nigeria.
The Archbishop said members are urged to partake in the exercise in supplication to God. He added that the protest is also in solidarity with those killed in Benue State, including two Catholic priests who were brutally murdered during mass.
The peaceful protest coincides with the burial of the 17 church members and the two priests killed during a mass in Benue State.

My name na Okafor Beauty, I be 18years old orphan wey nor meet or see my parents before death visit them. I grow up with my uncle and he wife from wen I dey small till I become 18years for Ogun state. Them come start to dey maltreat me and later chased me away.
While in d street I come across one woman wey use food entice me and later deceive me and carry me go Accra Ghana for prostitution. Na for inside Bus wen we dey go,I meet one Sapele boy,wey begin toast me and play with me. Na for Ghana e come disvirgined me and e name na Japheth Esebogor. When we both notice say,I don dey pregnant for am,e come send me down to sapele make I come stay with he family.
At first everything dey ok but he siblings come start to dey beat me,over every slightest provocation even in my condition and they later chased me out of the house.
Right now i dey stay for one uncompleted building along shell road for Sapele here, without any means of feeding. I don think of to abort the pregnancy or Born and throw the innocent baby away, so that I go fit move ahead with my life because I dey very stranded and nor even get any hope now.
The name of the boy wey give this fine girl belle and send her come home Na Japheth Esebegor and he just enter Ghana and him never blow yet. Though e try to even send the girl come meet him parents and siblings and becos e nor dey around,the siblings throw her out of their House with 7months pregnancy to feed and take care of herself.
According to her! The woman wey carry her go Ghana come threaten to invite another man to deflower her, wen she decide to give her virginity to this Sapele boy at least becos d boy dey harmless and peaceful.
When I hear this matter yesterday,I weak and decide to share the story with unu,to see if we go fit helep her in any way,maybe just to camp her somewhere and make sure say,she Born successfully and maybe drop the baby with Ministry of Women Affairs for child welfare package,either to Orphanage home or one Good Samaritan fit just adopt the girl and her baby or only the baby,to avoid the little and innocent baby to waste like that. This na baby wey some homes dey pray day and night to get,nai those wey get am,nor know the value.
